Yeah, The story behind it is a combination of my suggestion towards the prompt and what was rolled.
Since my suggestion was Pranks (i.e. egging and TPing of houses/cars) and what he rolled was Costumes, I decided that the costume was sent to her as a prank.
It's almost certainly the only way you'd ever get Ovami to wear such a silly outfit!
