Maybe I'm reading to much into this but I really like how the first two panels hint at where the conflicting parts of Penny's personality came from.

Based on Penny's wardrobe and her little pep talk in front of the mirror, Penny clearly enjoys showing off her good looks just like her mom does. Unlike Penny though, Jennifer seems to be either naturally shameless or is just completely confident in her sexuality as a result of being raised to be a seductive enchantress.
Given that Penny's dad is the hero counterpoint to her mom I'm guessing she either inherited a more conventional sense of decency from him or she just got all the usual insecurities and social anxieties that come with being a teenage girl in a modern day suburban society.

In short, Penny's libido wants to go full sexy witch diva and show everyone what her momma gave her, Penny's not having any of it because she's way too socially conscious for that, and those conflicting urges mixing together basically gave her an exhibitionism fetish.

You know what? This ISN'T reading too much into it, because I tend to overthink every character and arc in this comic ahahaha. But yeah, you've more or less hit the nail on the head! In fact you've explained it so well that you've given me more things to consider than I had originally...well...considered! So thank you for that
