I saw this in the comment section of a youtube video, was so damn funny to me at the moment that
I wanted to bring that little scene to life a little. Also because I'm doodling a few more Kurama sketches
again, big fox always needs more art of him, sooo get drawing already!

Ninja's rely on their own power in general in some way while doing missions in the naruto universe. It's expected that they'd at least know a little ninjutsu and genjutsu. The tool Boruto used let him use any jutsu that was stored inside of it as many times as he wanted technically. While it would be fair enough out on missions, they were doing the Chunnin exams. It would be like one of the students taking a test while having a copy of the awnsers with him.
Some would say that it's hypocritical of Naruto to make that call though, seeing as he often uses the power of a nine tailed demon fox, however it was placed inside him from birth and if removed, he dies, so Kurama's powers are just as much Naruto's power at that point. It's something that's part of him, and he's trained to use it.

That tool uses 'sealed' jutsu that do not use the users chakra. The user doesn't need to know the jutsu nor does it require chakra control.
While Naruto has extra chakra he still needs to use the jutsu himself and has to properly control said chakra. It would depend on the rules whether they allow that, even if it was forbidden it'd likely be a different rule.
The main problem is that it's basically a live combat test testing practival use of nin-, gen- and taijutsu. So Boruto using a tool that allowes him to use jutsu he can't use himself defeats the point of the test.
Additionally if I understood how that thing works right, it needs each of the jutsu to be used by someone and then sealed in it. So if you allowed that tool to be used for tests like this it might very well result in the next gen of ninjas skill to decrease. So if a generation comes that totally relies on those things, they'll eventually no longer be able to use them to bolster their strength with it, as there would be no one that could make seal new high tier jutsu to use. (Though I have no idea if that was actually considered by the writers)

And while it is unknown if Kurama's presence caused an increase in Naruto's chakra (and reduce his control), being a jinchuriki did cause Naruto to develop an attitude with behaviors that disrupted his education. Then there is the possibility that his early development was neglected by others for the same reason.
However the biggest issue with Boruto using the device was that it was banned in the first place, and only under development in Konoah. If allowed the device would be a tremendous advantage for Konoha's teams. Boruto's use of the device was for a technique that he hadn't achieved himself and an other in a situation where he was unable to use one of his own because of a shadow bind technique.

in response to the "unknown if Kurama caused an increase in Naruto's chakra" part, i think its said in the anime that the Uzumaki's naturally have more chakra than the average ninja but im sure Kurama possibly played a part in Naruto's case, being a backup source of chakra if you think about it in a way
actually, he disqualified him for using a tool he forbid him to use and that requires no chakra. For Naruto, the nine-tailed fox wouldn't manifest unless his life was in danger at first (( due to the seal)) and as the seal weakened, it manifested with anger. Their life forces were bonded together, later expanded upon in shippuden, where the fox could not survive with its essence torn in half or something like that
I think Naruto actually owned up to it and befriended Kurama though. It's not that he >didn't know it was bad<, it's that he >did< know it was bad and wanted to prevent it from happening again. I don't think it's hypocritical to do something wrong, and learn from it to not do it again, and then tell others not to do it.
Technically, Kurama acts akin to Kiba's ninken Akamaru. He and Naruto are partners, working TOGETHER even if they didn't like each other at first. Not in so many words, but still, Naruto said that himself. Plus, even if Kurama's chakra was used against Neji and during the war, NARUTO still had to manipulate it on his own, meaning it WAS considered Kurama AND Naruto's power as they were BOTH puting in effort. Kurama's chakra also just amplified NARUTO's power. It would be no different than using a chakra storage seal, something a shinobi could buy at the nearest ninja supplies store and then performing a jutsu YOURSELF with it. Boruto wasn't amplifying his power with the device, he was using it in place of his own. The chunin exams are about showing your OWN skills, which is why the device was banned from it in the first place. The device sealed all the work, someone elses work, inside a mini storage scroll. If it was every ninja tool and the kitchen sink(or possibly even an actual kitchen sink in Tenten's case. Seriously, who among us DIDN'T think that when she used Weapon Control: Tensasai against her copy during the Gaara retrieval arc?) that would be one thing, but learning jutsu takes a lot of time and effort. It shows that the shinobi is willing to grow stronger, push harder on missions, and won't take the easy way out when the going gets tough. Kurama's chakra took training to use, the device did not. The device was a mockery of the very purpose of the exams and Boruto using it showed that not only was he unable to be trusted to follow laws and regulations, but he was also willing to insult every shinobi that came before him without a care in the world, including his family, just to win a chunin exam match instead of taking his loss with dignity. As the son of the Hokage, which is basically the ninja president, Boruto's mindset was INCREDIBLY humiliating on an international scale and made him unfit to be a shinobi, hence why his headband had been stripped from him. His punshment was rather light cconsidering that the Naruto universe bears a lot of similarities to Fuedal Japan. Naruto was not being hypocritical in this case. If anything, Naruto sugar-coated the situation.
