When Layla abducted these worlds she had expected a decent bounty for them fairly quickly. As it turned out, they were key worlds in an imperialistic empire that started to go through a major collapse without them, so that empire was not able to pay for their return.
The ones that were able to pay were from surrounding nations that wished to see that collapse continue and were interested in making sure those worlds did not return.
