If you remember the Baswin War event photo I got from 
DarznWolfe a while ago, this is from that same world. The collar is part of the Nyguardian lore and wasn't seen in the last image: Power usage is prohibited among Nyguardians, and wear ability-nullifying collars the moment they are discovered to posess them. Rick, being an aquatic operative was quick to discover his own control of water, and was collared despite the advantage it may bring him. Nyguard rathers to be safe than sorry to tamper with unstable powers.
But yeah, this was a freebie headshot I got for watching the stream ^^
