Joseph's claws are relatively short and even if perhaps fairly blunt are I think just made for being effective tickling tools when combined with a delicate but relentless tickling as shown here. I imagine that he'll be quite thorough in making sure he finds all the most sensitive spots and doesn't anywhere untouched during the tickling treatment.

Hioty's feet are rather long so there's a lot of area to cover and with them being rather soft and smooth in appearance I imagine they're pretty much sensitive anywhere. Judging by the motion it looks as though he's extremely ticklish on them and being snugly secure in his straitjacket, he won't be thrashing around too much and is also free to laugh manically to his heart's content.

I expect the treatment will be very successful, at least in so far as Hioty will produce plenty of it and is probably having a good time and as much fun as Joseph is.

Rats are proven to be ticklish critters, so its no question that a few dances off those claws will cause for an interesting reaction.
Just have to fulfill the necessary dosage ^^
