I never give lips much thought as I, like most verities of dragons, do not have lips either. However we have all sorts of different voices. Mostly they are affectations tho, seeing as changing ones voice is simply a trick of how one resonates with their upper throat. It ish something else us purists share wiph birdsies.

Muyb, however, is not a dragon, it's more of a beast that is made up of lots of little screams, and gnashing of childrens teeth. It crawls, and slinks, and presses between the slight crack of the closet door, and the frame. It's small enough to crawl under the tiniest bed, and big enough to sneak away with the most precious little hatchlings, pups, children, and kits...

Indeed not, for he has both stripes and ears.
He seems as if a thing of pure imagination. That deceptive smirk to tell you he is not a nightmare, while he carries you away. The strong arms and tail that can snuff any scream or cry. That innocent protective obedient posture. Should he have need of a voice. I would think it either be the scream of the one seeing him, or the most deceptively reassuring voice ever heard.

I merely give dragons as an example that voices can be deceptive.

Should I imagine his voice tho, I am sure it would sound, to me, reminiscent of Mr Snaffleburger. Just sayin.
