When forum threads are closed on FA Forums, so that no one can post in them anymore, everyone says they're locked. People sometimes post "inb4lock" (which, alone, is an infractable offense on the forum under the no-spamming rule) when they anticipate that a thread is so bad that a mod like me is going to close it and let it sink out of sight.
This came from one thread in the Den which got progressively more and more suggestive, and someone posted "inb4lock ... or yiff?"

I don't partake in the idiocy there anymore because they lack tollerance for anything.
Anything black, anyone with anything above a 36 waistline, anything remotely cat-girlish...
And I'm fed up with seeing Rickrolls and Hoodz.

Yup. It stops the flame wars, or at least allows them to cool down, especially if the thread's got content besides. It's impossible to post a comment on Fur Affinity Forums (FAF) without bumping the thread; in *Chan terms, you can't sage a thread, you can only age it.
If you do venture over there, you definitely want to lurk for at least a week before deciding whether you want to register. (Forum registration is kept separate from site registration so that, when the site goes down, the forum stays up and able to give news and take complaints and such.)
You've pretty much described the same reasons I don't go to 4chan often. The idiocy spans all the boards there. Try IdleChan for manga/anime boards with less overall idiocy: http://iichan.net/ . Unlike 4chan, often described as the Internet Haet Machine [sic], IdleChan describes itself as the Internet Apathy Machine.
I think that, as long as you go with a thick skin, you'll be all right over on our forum even if you outright deny any furry affinity. Not only do we have folks who aren't furries as posting members, we have at least two self-professed trolls from the YouTube Furry War as regulars there.

Finally, Fur Affinity Forums is governed by an entirely different set of rules, since a discussion forum is so different from the art sharing community that Fur Affinity proper is. So the rules here don't apply there, and the rules there don't apply here, unless they explicitly say they do.

Both. Locking a thread means it still exists and can be read, without the need for deletion and without the ability to bump it (except by mods).
There's no such thing as a "private" thread, but there is the private message (PM) system, and as long as the recipient of each message approves, anything goes.

There's the mature art filter. If pictures shouldn't be opened by those underage, then the uploading artist should tag it as mature or adult. No guest, no one underage and signed in, and no one with the "View Mature Art" setting on "No" can even load tagged submissions.

Can it stop them though? If an underage person signs up and witnesses vore or shemale and is pulled into child counselling for drawing such things in sunday school is fA liable for any of it, or the artist?

Nothing can stop a determined person, and that includes a determined enough minor. All that can be done is what's reasonable to stop those who don't want to see mature works or who can't legally see it from seeing it by accident.
Like a bookstore or video store, though, the difference in who's to blame if it happens is where the adult section is: up, out of the way, behind a warning, censored by coverboards or a curtain, and watched; or down and out in the open next to the candy at checkout. In the latter case, reasonable people would obviously blame the owner for the minor having seen it by accident, but in the former case, reasonable people would have to blame the minor for defeating safeguards (however strong or weak) to deliberately access that content knowing it's there. On FA, that curtain is a setting with a warning.
