The well-known Vaporeon Sea Witch has always been quite a character, being well-known for aiding travelers, sailors, and even pirates to safety. She is always found around the docks as per usual, usually offering safe travels with her unique, yet powerful abilities that would even seem to be quite unnatural for Lugia. This powerful Witch has full control over the seas that borders Kanto and Johto when they must travel, usually helping out with people near S.S Anne dressed up in a beautiful maid outfit. So long as no one tries to harm her, or abuse her powers for their own diabolical needs, she has no reason to cause harm for others. People who do not know her abilities would no sooner find themselves lost at sea forever, or worse... There are always questions about during these strange moonlit times when the Dullahan of the Sea would appear, along with multiple Ghastly whom seem to always be present around her~ Rumors about the Ghastly she has around may be the fallen people whom met their unfortunate demise~
