I used a metal skeletal structure, foam core and fibrefill to fluff it up. 3/4 inch foam on the butt of the skeleton for comfort. It has two 1" wide elastic loops pulled tight for belt attachment. The fur on the butt of the tail is pulled tight to keep it from stretching. Not perfect in my mind, but it made the desired effect more or less.
