I'd like to think that it encodes the type of threat, and their location relative to Illiath, but exactly how the numbers break down to do that is more design effort than I've actually put into it, especially since I didn't know exactly where Merlin would place the intruder. But essentially it's a more advanced version of "Seven o' clock!" to tell someone where the enemy is.
