It is in fact a reference to Crazy Frog (or alternatively that Devil May Cry 5 edit where Dante is riding around on nothing).
Interestingly, the kanoki people (Jackie's species) haven't invented the internet and linked up to the human net until about 5 years ago, and even then, hardly any of them use the internet particularly often. None of them know what Crazy Frog is.
