Love at first sight! Or not. Qebehsenuef really did not like Setesh when they first met.
After the events of Book 1, Horus takes on Setesh as his apprentice -- Setesh has absolutely no idea how to actually be a deity, after all. He's got the magic and look down pat, sure, but he can't fight other deities or handle godly duties to save his life. So, as much as he'd hate to admit it, he's glad to have someone teaching him these things...
Which immediately puts him at odds with the normally good-natured Qebehsenuef. Qeb (and half of Duat, honestly) is pretty suspicious of Setesh outright because, well, he looks a helluva lot like Set, and Set's got a pretty bad reputation in the Duat. Qebehsenuef also wanted his father (Horus) as his own mentor, as he's of that age range (young adult) where he would be apprenticed to another god, too. So, when Setesh suddenly robs him of that chance, Qeb is ticked -- and, well, as you can see here, he acts out. He acts like a real jerk to Setesh, which is hilariously out of character for this fluffy bird -- and stupid, too, since Setesh is, like, twice his size. Maybe you shouldn't be such a dick to someone who can literally EAT you, Qeb.
Thankfully, Horus is able to talk some sense into his son. Maybe. Eventually.

To keep the two from squabbling, Horus assigns Setesh to be Qebehsenuef's "mentor" and teach him everything that he's learning -- so, in effect, he forces the two to have to cooperate with one another. Over time, Qeb starts to realize Setesh isn't that bad after all, and Setesh starts viewing Qeb as more of a friendly associate than an annoyance.
