Pixelling in Photoshop gives you the advantage of layers. Reflection overlays, highlight overlays - you name it. You can essentially cut corners by just layering shit up, rather than dotting the pixels in as per the true art. This is why pixel art in MS Paint is always amazing - each and every pixel accounted for.
