Oh my god I don't know ANY of the street fighter characters beyond the SNES era. Except that new Rufus guy; I've read about him. But all the others in between?
In general, how good would you say the character designs have been for any of the post-SNES-era characters? Do most of them have interesting fighting styles and cool special moves?

Cody is rather awesome, if a bit on that 'too good to be true' in balance, but I laugh...LAUGH that you can PUNCH HIS KNIFE.

Well think about it, the switch up between the two could basically be the difference between ryu and ken. Zangief has attacks, and some are actually really good but.. really he's all about the grabs. Do the opposite since haggar is from a beat em up side scroller. Give him some good but situational grabs and then make his brawling more where he's at with some nice short chains. The only physical attack they really have in common is the drop kick.
Zangief: Some decent and good attacks but get in grabs every chance you get cause you do way more damage.
Haggar: Great grabs, but can chain strong attacks together like in Final fight.
How's that for a start?

To be fair people complain constantly about the number of Shoto clones, I'd really love to see Hugo in SF4 myself but I doubt he'll ever make the cut due to similarity.
Can't say I know much about Haggar's striking attacks but they've got more in common than the drop kick, they both use the suplex, body press, piledriver and double lariat, think Zangief even learned the latter from Haggar. Without the green hand move I can imagine Haggar would have a serious problem getting in against an opponent too.
As far as a grappler with decent ground attacks there's always Abel. To be fair though I could be a touch bias thesedays, taken up Dudley for super and any fight with a grappler is an uphill one right now.

When I mentioned attacks I ment non grappling attacks. Though they do have the spinning clothes line in common, you're right. As for the greenhand move that's not completely true, cause think about it. Haggar has a punch combo, running clothes line, some grappling moves, and a drop kick. That's pretty much it, that's less than half a character and on top of that there's no defined mobility for him aside from in Final fight (which makes him pretty mobile actually), so there's so much left to be open. Most of the throws zangief has are just optional regular throws. So the situational grabs for haggar instead of the rediculously powerful ones that zangief has would be great for haggar.
And trust me I know about those clone ordeals which is why I'd want haggar to be this different from zangief, considering how he played in final fight it'd make sense for him to be more heavily into the brawling part of wrestling instead of the grappling part. Think of Zangief and Haggar being the same difference between Wrestling and Pro Wrestling. One is almost completely grappling and the other is mostly brawling with some grappling tossed in.

I think you're miss understanding what I was talking about above. He would have some special grabs but he wouldn't be the same type of character that Zangief is.
Here's a good example.. Gouken and Ryu, they have SEVERAL moves in common. Projectile, hurricane kick, dragon punch uppercut, and even their axe kick and low sweep just to name some normal attacks. They're even heavily related characters, gouken taught ryu. But even with all that.. they're almost nothing alike. He shares an extra special attack with Akuma but they're almost nothing alike either. They moves they have in common aren't the same and the characters can't be played the same.
That's basically the idea I'm proposing for Haggar and Zangief. That even though they have several attacks in common, build the characters in such a way that they're almost nothing alike. Zangief is as you put it, a slow grappler.. He has some good normal attacks but his major special attacks are high damaging grapples.
Now lets reverse that for Haggar, he has some good grabs, but he's mostly about his punches and kicks. He has a running clothes line, make that one of his special attacks. Take the range and damage of his grabs and decrease them but make how you grab the opponent with these attacks more situationally useful. Like.. his pile driver, it could be an air grab where you latch onto the opponent in the air and land with them using the pile driver. His clothes line could be made different so it's not simply him spinning with his arms out.

Never played any street fighter besides II and IV, sadly XDD and I haven't bumped into him in 4... yet! Definitely sounds like an awesome character. I shall determine as how to unlock him!
And my favourite character always has been Sakura(and not for the sex appeal XD)

Honestly though, regardless of the platform, regardless of the game, regardless of who I am using, who my opponent is, and whether or not it is another person or just the AI; I will be smeared across the backdrop like cheap cosmetics in about 15 seconds. Every. Single. Time.
