This guy is Captain Dreadnaught from Disney's Quack Pack. If anything, screenshots with him are here: https://www.deviantart.com/janemj/a.....Pack-854259315
Without spoiling the whole plot of the episode with him, I can say this guy has some special feelings towards his boat Dreadnaught calls Mr. Snoopy. Couldn't ingore the fact he had this boat with himself while he was bathing so I just thought if he really loves this boat so much, maybe he has a real fun with it during his bath. I also tought it would be sweet to show his relationship with Mr. Snoopy as that very intimate one, even thought we're still talking about a relationship between an adult guy and an inanimate thing like his boat is in this case. I honestly think at the same time it's kinda sad this guy is able to be so sweet rather only towards to thing which for obvious reasons will never return his feelings.
More body exposure of Captain Drednaught Disney probably wouldn't allow then as bonus!
