While most of the people who come to the Tame Camp go there to do...well, shall we say adult things, sometimes people want to go there just to see the friendly animals. -Just- see them, maybe pet them, that sort of thing. An effort is made to schedule these people in the same week so one of them doesn't look over a shrub and see something they weren't there to see.
These people sometimes bring kids.
In order to avoid a public relations disaster, one ironclad rule is therefore enforced: No eating kids. This can be construed as a combination of the "Only eat people who want it" rule along with the consideration that kids below a certain age can't legally agree to it.
This presents Mdogo with the unfortunate situation from time to time that FINALLY here's a human maybe small enough to eat, AND it's annoying him, yet he can't eat it.
He's still not going to let her put a leash on him, though.

This being one of the many, many incentives I had to learn how to do the endo-thingy. Don't have to fight to keep the kids out of my beak and/or worry about the consequences of letting them in if the adults all know it's safe.
"No, no, Madison is perfectly safe. She's just having a time-out until she learns that 'no' means no."
