The majority of the tales are out, which means quite a few victim-culprit pairs are due to be found. In fact, I've done the math, and a minimum of three such pairs should have come to light at this point, with probability favoring a higher number.
I don't know whose transformation Zeelo was/is responsible for, but I believe Jak is the culprit in this story. The fairy dust that transformed him-- and that he ended up shedding afterwards-- was specifically identified as glitter-like.
Wouldn't explain the bell, though...
