His UrSkek was called the Architect, so skekHak would had to do more with the works of the maintenance of Castle, rather say doing machines of war for the Skeksis. He would had been closer to a cranky janitor (per say) rather than an scientific inventor like skekTek, who did the weapons for the Skeksis.
