How can I critique this?

It's beautiful, probably even completely done and I could never tell the differemce. I love the small, added details you put in - the belt with the pouches, for example - and the expression is slightly comical, like the poster above said.

There are no obvious flaws that I can pick out. I also love the rain effect - it's very nicely done. I like the way his body also looks slick, as though he just got out of the rain.

Very good, I love the perspective of the background, it can appear to be any time period after the 1960s, it adds quite some mystery particularly with the rain.

Though I half imagine the SAS coming from one side ready to storm the tanker XD but it's excellent.
