Could be, though if someone knew that they were watching the road, they could just go into the forest. Maybe they're watching to make sure that no one comes into town instead, so that they don't run back and get help once they see what's going on. Or they'll alert the rest of the cats if there's a counterattack.
Also, I thought at first that the big crowd was mustelids huddled together, but looking closer, it looks more like a bunch of cats with shields.
