Then would the smarter animals that have been kept around as pets (or transports) be labeled as fellow Hillanders one they get the proper... well, implants to speak?
I mean, Nema should be seen as a Hilllander if you ask me... Is it wrong I kinda ship Nema and Fitz after seeing how sassy Nema is with Fitz?

The Hillanders would certainly recognize them as fellow citizens if the animals would desire that. They already kinda do, they treat their pets very affectionately. Also the lack of meat consumption leaves out the ethical question of whether it would be ok to consume a talking animal.
