I don't think actual dogs need the hassle. But in a world of anthropomorphic creatures, beauty and customization would naturally be important. I think shoes would be optional, so showing off pretty paws would be part of everyday fashion. The same with tattoos that I'm already trying to figure out how that would work, with the fur and all that. The only issue with paw pads is that they're hidden most of the time, unless we're speaking about beautifiying a paw for very specific fetished :P
Well if the hands had paw-pads as part of them, too (see something like Tamamo) then it would be considered very similar to nail polish. However I worry about breathability, as paw pads are one of the venues for cooling. I've heard it's one of the places they sweat. Also, scent-wise, I wonder if it would mask the scent glands enough to create a displeasure towards the process. And then on top of that, wear-and-tear, how long would it actually last? Or with the hands, would it be too slick to be functional and instead remove one of the few surfaces with reasonable traction.
I just mention regular dogs because it would be the only way we would know/understand any negative health effects. Perhaps there have been places that have attempted such products before, and run into very obvious issues. It's likely paint outright would not work, but a colored powder would instead be the right path. Would the color stick well enough to be visible over the dark base color? (I don't research make-up products so :P)

Well, the issue is you're thinking about that problem with a present/human mindset and world. In an anthro world, the question about decorating potential hand-paw pads would have risen centuries ago. Cultures already probably tried a myriad of options and in the modern world, companies already found material that solves all potential issues: breathing, sweating, cooling, smells, etc. Probably something similar to present body-paint that can be used all over the body without intoxicating or causing injuries.
