Looks to me like he's playing keep away. My dogs used to do that all the time, only with a tug rope. Could chase him around for hours and the most you would see of the rope is that familiar taunt like "here, you can have it now!" then when you reach to grab it he'd take it an run off "JK LOL!!!"
