Digital art takes a while to learn, although this looks better than when I first started out doing digital~
As for the fill tool, it depends what software you are using. in SAI, there are different options for selection, based on color versus hard lines versus fuzzy lines, and a slider that determines how much is to be included in that selection (there's probably a better way I could have explained that.)

in regards to the fill tool, it sounds like you've got anti-aliasing on. That causes the pen lines to be fuzzy and more eye pleasing, at the expense of not being able to fill cleanly. You may be able to adjust the tolerance on the fill tool to compensate but it's probably easier to just turn the anit-aliasing off.
