I mistook this for ice, it turns out to be foam and it was due to a high level of carbon in the water. I was wondering because apparently one of the runoff had a bit of soap from the local cleaning companies that was biodegradable. I was a bit surprised, but the carwash that was in near the creek has a biodegradable soap they use that causes this much foam.
