There's no rule that says otherwise! The way I thought of it was that a Renamon has effectively an elf-like lifespan, so they'd grow more tails as they got better at magic, then change a bit more when they finally grew the ninth and became a Kyubimon. I liked it a bit more than needing to rely on a partner for the digivolution and on absorbing more data.
