And then voting for Palpatine to have emergency powers, essentially handing him control of the Republic and creating a dystopian, inhumane Empire that just about killed off the Jedi, seduced Anakin to the Dark Side, and all but enslaved the galaxy. Hard for him to live that down.
*puts on my nerd glasses* Actually, Palpatine orchestrated the whole Clone Wars by playing off of everyone's fear and greed, placed the order to have obedience inhibitor chips placed inside each of the clones and lured Anakin to the dark side by playing off of his fear and offering him a solution to the problem the Jedi refused to help him with. In addition, Anakin's turn to the dark side was also contributed by the Jedi Masters who treated him like a tool, essentially holding him up to the expectations of a prophecy's chosen one ALL THE WHILE holding him back from his potential because they feared his power would be greater than theirs And if we want to get even more technical, Palpatine manipulated Queen Amidala into removing Chancellor Vallorum from office, thus allowing Palpatine to take his place in what was seemingly a very short election period.
In shorter terms, even if Jar Jar wasn't in the prequels, everything the movies would have happened anyway. Palpatine would have just manipulated another senator -- possible Senator Bail Organa -- into granting him emergency powers.

Here's another way to look at that, though. Jar Jar was always meant to be a performance artist (like Ahmed Best, himself), but his culture didn't offer any opportunity for that because it was based on "TRADITION!" (You have to imagine me saying that in the style of 'Fiddler on the Roof'.) There was no way he would ever be able to conform. He's too much of a right-brain extrovert. Anyway, the point George Lucas was trying to make through Jar Jar (who he, himself, compares to Goofy) is that the individual has value despite the prejudices of "society." And also, conformity and tradition can be just as oppressive as "the state," though in a more indirect and internalized way.
I totally dig the Gungans' "partisan nationalist" vibe (like the Czechs and Slovaks when they were under not-see occupation). Philosophically on par with General Leia's Partisan movement which sought to rid the galaxy of order and oppression once and for all so that chaos and freedom could reign supreme for all eternity.

I actually don't mind gungans. I just feel bad for Jar-Jar that he became an outcast all over again after the Empire took over.
If I did a Star Wars series of my own, I'd probably do a story about Star Wars' disliked characters/misfits trying to make better names for themselves.
