Robert, Charlie, and all other characters in this story are (C) RC Gumby. That being said, the Umay are based on the so-called "gray aliens" connected with UFO encounters and made popular in several science fiction works. Setak's people... well, it's pretty clear that they're Vulcans, so thank you to Gene Roddenberry and Paramount for creating the enormous universe they inhabit and that I wanted to have my very long-lived Uranian characters play in for many years.
As for the Vegans, I based them on the Vegan Tyranny, the enemy in the Cities in Flight book series by James Blish, who mentioned them in his novelization of the Star Trek episode "Tomorrow is Yesterday." If you ever find old copies of Blish's Star Trek novelizations (he wrote them in the 60's and 70's, so good luck finding them), they're very interesting reads because he often based them on early drafts of the scripts, so there are often a lot of differences between them and the televised versions.
