Like Sergant Rot, he disobeyed one genocidal order and as result, was left frozen along with most of his squad by Arcturus Mengsk's orders.

Neil Handy was worker of petrol station in Earth Confederacy's territories. However, after Brood War his business got broke and he had to change his career. Then he got an offer to join Dominion Troopers army. As civilian, he was already known as the national hero. Frozen for disobedience, he quickly realised that out desperation he served a villain and joined other heroes to serve his real self, a modest hero who helped a lot of bypassing travellers. Known from knowledge about alcohols and their various properties in various cases as well as his likes for alcohol drinks. His own accent states, Neil Handy is from Texas on Earth.
