That, or there might be the bigger twist that this Dragon either Beat up or Killed the Guilty dragon, meaning that Justice was not only already done, but the Idiot had gone and assaulted the one who Dealt said Judgement upon the Guilty.
Or, just throwing it out there, the Two kingdoms the Dragon Razed, did something vile to the Dragon/'s Lineage, and didn't tell the knight, as he'd turn on them for their crimes if he found out what their kingdoms were either built upon, or what they had done to the Dragon to warrent such violent retaliation.

Especially since Braver's Pursuit proved this Dragon cannot Teleport, which removes the Idea of the Dragon teleporting to both Kingdoms and razing them in one strike. Same applies to Portals as had that been an ability on the Dragon, It would have used such a power to escape Braver's abilities.
The other is that when a Dragon does stuff like that, there is usually a Reason... Sometimes Petty, such as simply considering "Mortals" to be a Blight upon the Region or because Gold and Gems... And sometimes more Serious, such as Revenge for whatever the Kingdom did, or because it was their "Duty".
A big example is Alduin. His name literally translates to "Destroyer Devour Master", and basically means that Alduin was LITERALLY Born to Destroy Nirn. It's why it's heavily implied that defeating Alduin doesn't truly KILL him, instead, his Spirit is pulled into the Timestream, where he can be reformed.
He still has a Duty to Fufuil, as the Eater of Nirn.
I doubt it's the Dragon's Birthright to destroy the region, meaning that there's something amiss.

Funny how when ever the dragon does something to non-dragons it's the act of a beast. But when ever something is done to dragons, it's just and honorable.
Example. Dragon destroys kingdom that had been hunting dragons/or just him. Non-dragons will say that it's a monster and should be hunted and killed.
Kingdom has dragon's egg/hatchlings killed, because there dragons, because there body parts are valuable, and/or because they think/know dragon has a hoard. And it's justice. Anyone else think this is "fair"?
