In theory, I get what you mean, but I've seen pets of the four legged variety of all sizes negotiate steps without too much trouble. Worst was a mini-dachshund who's rear end started swinging out to the side as he went down for some reason. Not sure if it was to keep all his weight and momentum from landing on the front legs or if his rear end was trying to catch up to the front.
Can sure, but ramps would be easier on them. Depending on the critter, rear legs might hit the step half on half off and cause a stumble.
Same with humans, there are 'standard' step guides and using something else can throw us off (then there was one place I was visiting that had outside steps of a certain grade - except the very last step which was only half as deep as the others - for my it was good for a tumble and a sprained ankle ... )

Eldrige is pretty good with feel good scenes if you have seen their other artwork. I also like SilverFox5213 but he is pretty hard to get a commission from due to availability. Heh. There are a ton of artists I'd love to commission but when they have a slot open up it usually gets filled in the first 30 seconds of posting.
