Durring the hight of the nuclear arms race the Shigu Nuclear Defense Agency enlisted The SCD (Shigu Civil Defence) to
hire some eltus to be watchmen for the area. They traverse the area on modified bicycles. They are also in charge of making sure the fallout shelters in the area are secure for use.

They are also seen in large towers similar to a fire lookout tower that they use to hold the communication rooms and where they can see where a nuclear strike had hit. If in any case one did happen, they'll sound off the steam powered whooper siren (siren may vary with bunker) and some might set off on bike going door-to-door informing the people in the area to take cover.
