I'm pretty sure that's just a dimmed light you are seeing, especially considering that the red light is a typical traffic light.

The feeling behind this is nice. Eerie, dark, dismal.. cold, even. Gives that hopeless aura that kinda depresses you. Which it should. For that, I think you did well!

But I'll be honest. Before I saw "Eevee" in the tag, I was struggling to see what the second character was.
