It's from a PC game called "Age of Empire". a RT Strategy game (like War Craft or Star Craft). In the game, you can have a Priest that can heal your other units or convert enemy units to be on your side. When the Priests converted enemy units, they would make that "wololo" sound. Overall, the sound for it was rather silly to listen to and thus became a meme.
