This one has a back story to it

Adler strolled the streets of Avian’s Forge, he enjoyed viewing the city during the sunset hours among the light crowds of foot traffic. The avian metropolis had been his home for his entire life and he took great pride in the city, it’s people, and it’s apparence; the gentle glow of the setting sun and the long, soft shadows it cast among the towering buildings and greenery always put a subtle smile of pride of the Eagle’s face. Adler turned to enter a nearby park through a quiet side trail, content to extend his walk a little longer due to the pleasant weather. It was only a short path until he reached the main fields of the park which centered around a quaint, little pond and it’s gentle stream. He picked out a comfortable-looking bench along the stream with a good view; he let out a relaxed sigh and closed his eyes. Adler was content to just relax here and let the setting sun warm his feathers till nighttime fell and the sun departed. The sounds of the city were dulled by the sway of the trees, the gentle babble of the river, and the subtle sound of fabric blowing in the wind.

"Wait a minute, what was that fluttering sound?" Adler thought as his left eye crept open, it sounded like a large flag fluttering but there were no flagpoles in the vicinity. He opened both eyes and scanned his surroundings, the eagle focusing until he spotted the edge of some dusty-brown fabric on the other side of the river, partially obscured by the arched bridge which crossed the river was a small tent haphazardly assembled next to the bridge. Adler stood up and approached the bridge, people weren't supposed to be camping in the park and Adler intended to inform them before they settled in. Once he approached the tent he saw that a small hummingbird was kneeled down behind a small table with a variety of folded origami figures. The front of the little tent was pulled back and Adler could see a small sleeping bag and cooking plate within. The little green hummingbird smiled up at Adler once he approached
"Hello! How are you this fine evening, sir? My name is Disbelle." She introduced herself with a friendly smile.
"I'm doing well, thank you" he started, returning her politeness "I ju-"
"That's great to hear!" The hummingbird responded excitedly, cutting off Adler as he was about to inform her that she needed to move along. "How about a nice origami figure to remember this lovely evening by?"
She gestured to the small table in front of her where a variety of small folded figures adorned the surface.
Adler frowned, not appreciating the overzealous sales-bird and her fast-talking nature.
"Actually m'am, I wanted to let you know that you can't camp out here in the park; it's a no-camping area." Adler informed her politely.
"Well, I'm not camping, I'm selling my goods and living here!" she replied, before giving him a condescending glance "you know the difference, right sir?" Adler crossed his arms and tapped a talon in annoyance "Of course I do! Regardless, the park is also not permitted to have residences or commercial ventures without a permit so… you still aren't allowed here."
The humminbird wilted slightly "but I'm already all set up here! This is such a lovely location, can we make an exception?" She asked with pleading eyes. Adler felt himself wilt a little bit at the adorable little hummingbird and her big blue eyes.
"Look, I could even pay for a hotel for you tonight and then I can show you to our local shelter; it really is a nice place to stay, they keep it very clean and meals are served three times a day." Adler offered, he didn't like to see people breaking the laws of his fine city but he also wasn't heartless so he figured it would be better to help her find a nice spot to settle down legally. Disbelle crossed her arms and closed her eyes defiantly "I appreciate the offer but I am a fully-capable businesswoman and I don't need assistance to find my shelter and meals." Adler pressed his beak together in annoyance, the young hummingbird's insistence on remaining where she was seated started to irk him.
"I have no doubt that you are, Disbelle, but the reality remains that I can't allow you to stay here; I can't abide by lawbreaking, even if it's just a minor offense like this."
Disbelle narrowed her eyes and stood up, her short stature still made it so she had to look up at the towering eagle
"So what then? You would have me arrested?" She demanded, the energetic charm in her voice replaced by a firm sternness.
"Well no… I hadn't intended to" Adler assured her "But I was hoping you would simply be understanding about this."
She sighed and rolled her eyes "If you are sure this is the only way then we can proceed"
"Really? You'll take down your tent?" He confirmed, his face softening as the hummingbird seemingly came around to his reasoning.
"Yeah yeah, we can deal with that soon. First, I wanna make you a swan." She offered as she scrunched her fingers and loosened them up.
"Sure, you can do that first," Adler said, content to wait for a little now that the hummingbird was being cooperative. Disbelle held her hands out with her palms up and closed her eyes, she looked as though she was concentrating very hard, on what Adler had no idea; she hadn't even picked up a piece of origami paper yet. Adler was taken aback when a swirling anomalous energy began to emanate from her palms, it was subtle and gentle at first but the light quickly intensified as the energy began grasping towards Adler; it looked much like a polar aurora but almost entirely golden.
“Wh-what is happening?! What is this?!” Adler demanded as he took a few fearful steps backwards. Disbelle bore an expression of simple concentration, seemingly failing to notice Adler’s pleads. The eagle suddenly found himself incapable of making much movement, his thoughts raced with how to escape from the unnatural event unfolding before him but his muscles were involuntarily relaxed by the waves of energy which had begun to encircle him. The relaxation in his muscles deepened and it felt as though his knees would buckle under his own weight but some unseen force held him up despite all of his limbs going limp and his talons barely skimming the grass below. He felt his wings swaying in the breeze; using all his effort he managed to shift his head to look down towards his arms and wings, he gasped in disbelief at what he saw. His arm and shrunk in size, it had lost much of it’s muscle definition and was only growing thinner before his eyes. His wings had flattened out as well, his magnificent plumage also was shifting together in a peculiar way, it began to form his wings into a simple sheet.
“Wait! Disbelle please! Let’s talk about this!” Adler pleaded desperately as he felt all his limbs swaying and fluttering of their own accord while they shrunk and flattened. Disbelle stood up, the energy emanating from her palms had faded but the remaining energy still wrapped around Adler’s weakened form. The eagle hadn’t realised how much he had shrunk until Disbelle grabbed him in her hands, he was easily only a couple feet tall already; his entire body had reached an unbelievable thinness, every breeze disoriented the eagle greatly as his flattened body fluttered and flowed with the wind currents. Adler attempted to cry out for help but found it impossible to move, when the breeze fluttered him just right he could tell he was as flat as paper now, easily mistaken for a printed cutout.
She expertly creased his body and folded him over on himself, crafting his papery body into a small origami crane. Adler could do nothing but allow the disorienting process to take place, despairing over his delicate body after the process was complete.
“There, that should teach you not to harass a simple business owner trying to make a living” she said smugly, placing the small adler origami on the table with the other figurines.
