I was working on Tiny Toons when Animaniacs was in development. I don't remember who created her, but her original concept was that she was a female Bugs Bunny- A wisegal who used her brains and sexiness to foil a foe. The problem was the writers didn't seem to know how to deal with her character. They wrote her either as an air-head or a bitch. There was also concern bout her being sexist. Originally, her first name was Marilyn, but some writers complained that was a bimbo's name, an insult to women, so she became Minerva instead. Also, she was, well, nude, like Bugs Bunny is nude, her fur substituting for clothes. Again, the writers complained, and Warners legal issued a warning about her violating company policy, so she got a dress. The studio made only two cartoons starring her, and they weren't going to broadcast them, but somebody pointed out they were throwing money away not to, so they appeared in
Animaniacs without any particular fanfare. I always thought she really had potential, but nobody knew how to develop it, and Warners wasn't happy with her being a so-called "furry", so they've dropped her from the roster. These are nice drawings of her, Elton, but she's a lost cause I'm afraid.

Yeah, it was kind of obvious they didn't know what to do with her. In her two aired segments, she wasn't much at all like what you described (although she did use her sexiness to foil one foe), and wasn't particularly likeable. Bugs may have been a scamp, but he tended to mess with people only after they earned his wrath.
Sadly, her type of character (even as you described her) would never even be considered today.

To be fair, aside Minerva being an eyecandy, she strikes me as an underdeveloped character as well. Somewhat even a bit redundant to the original Animaniacs series in comparison with Hello Nurse. I wouldn't hold my breath for her comeback at all, but still imagine how they could make a segment as a mockage of why she wouldn't fit on the new series. If would be funny if well writen, but yeah, I guess Minerva's fate is still just on fanarts.

At one point I was writing plot premises for Animaniacs and came up with a couple of scenarios for her that the directors I worked for liked, but the producer and writers didn't, and were never used. I'll see about digging them out of my files and putting them on FA. I'd be curious to see what you and other watchers think of them.
