With the local city council caught in a deadlock between environmentalists and the various businesses that profited from the carnival, especially the local florists who got the overflow of balloon and helium orders. With the urge to help keep their town and county clean and pristine, but still let people make money they were considering banning all the balloons from the carnival. One lucky councilman however saw a young pup walking around, bobbing a couple balloons behind her, occasionally letting one go and float up only to jump in the air and fly up to catch it. The light in his head went off and he ran up, finding her parents and offering them a job.

Happy to work the entirety of the event, and eager to get started, enough of the sides in the debate were settled and everything was allowed to go on. For one long weekend, a blue and grey streak flew one way and another, snatching up balloons as they rose into the sky.
