I imagine that the Grizzly was probably peacefully asleep but that the lemmings found him and were feeling a little bored so decided to have some fun with jumping around on him. He probably giggled in his sleep and upon discovering he was ticklish, they've decided to have some fun. Grizzly I suppose would be quite annoyed but too sleepy to really do anything about it.
