Doesn't seem to be conscious considering everything Berg said in the last panel.

Seems more like Berg's saying that the funny guys placing signs in his body are homies caused the blobs to be like "oh whoops sorry it happens, my mistake"

So i'm guessing the blobs are somewhat sentient.
