Better on the timing between the hand and the eye (the eye blink can happen a lot more quickly though, if you do the double-blink). The tail on the other hand...
I can tell you are redrawing each of the frames for the tail, but you are still pivoting the mass on a flat rotation. A tail, when wagged or whatever, operates like a flimsy ruler (best analogy I can come up with), so it kind of curves and whips at either end of the full wag. Also, if it is a naturally upturned tail, it would be wagging from 10'oclock position to 2'oclock position, approximately, keeping the upturned look, but then having the tip curl from side to side (this would also mean that for the majority of the motion, the tail would not be exposed). Most tail movements would be more rapid, but more accented (slow at the extremes, to either end, quick in the passing position, or in the middle). Slow in/slow out.
Overall, it is looking really good, it just needs some polish on the timing.
