So this is BluePhantom or he would go by "The BluePhantom" since he is the highest rank of all BluePhantoms.
To simplify it would be like "1 punch man" Hero rankings, and to reach the next rank My character is kinda the judge of them. The reason why "The BluePhantom" won't rank up is that the 3 Elders refuse to allow him too.

There are Loopholes and other ways to get a higher rank but still be "The BluePhantom", which he has done. But in all, he tries to help those in need and sometimes save slaves in the markets in the "Realm of creatures" ( all monsters elves, Orcs, Vampires, and even catgirls exist) and try to overthrow the systems. Not conquer them just fix the problems that should have been fixed before.
