He was followed by the cloud of cigarette smoke, gunpowder, sweat and machine oil. Clawhauser could swear that all the plants in the precint lobby turned yellow from this stench. He heard of instincts, yep. When he stashed his belongings like snow globe with Gazelle right before this guy showing up before Clawhauser's desk... that was probably the instinct the people talking about.

He tright to strike up some conversation with the guy and that worked. In the way. Clawhauser tried to hint on a smoking ban in the public buildings but that dried immideately when panda shrugged and extinguished the cigarette by drowing it in the coffee of some passing lawyer. The guy was amazed by the fact that the ZPD officers never fired into rioting mobs with machineguns. He didn't beleived Clawhauser when he told him that they don't execute criminals on site in ZPD. Or shoot them into heads just in case.

Actually he managed somehow make friends with the guy. Better to have him like you. Some parts of Clawhauser's brain told him that it would be much better than have him not like him. Because those whom Pete didn't like end up in the intensive care pretty fast.
