Dog and cat food actually used to contain the meat of horses. Some probably still do. I don't know about other countries, but in the US, if doesn't specify what type of meat it is on the ingredient list, it could literally be anything.

In Germany / Austria horse meat in pet food is actually very normal, it's written explicitly on it. We mainly buy it because Holly has a very sensitive stomach and can handle horse and bushmeat better than chicken, turkey and pork.
