I suspect that despite the tickling Wolf might have proved uncooperative or had a bit too much attitude despite the situation so it escalated to the next level of interrogation. Of course aside from being more restrained he's also unable to see what's being done to his feet so there will be that extra level of helplessness and anticipation to add to the ticklish torment.
If Wolf still hasn't broken, as Fox and Falco have removed their own boots they could always place one of those over Wolf's snout for a little extra persuasion.
