Here's a strip to features Tock's ghost ability to pass through matter.
Since his head is 1 meter large, i had to think about how he can fit in a society mostly made for human-like people, as East for example, and i remembered that Dragapult is also a ghost type. Perfect, that gives me an idea !
So don't worry about Tock's feeling, the paper balls doesn't bother him since it doesn't hurt him. Plus, Tock enjoy seeing others cheering. What a lovely ghost dragon ^^
