This is Sorrek Xarenu, the uncle of Telzok and the Emperor of the Verrthraaxi Empire. Part of his duties have him addressing the citizens of the Empire. This is normally done twice a Verrathan month during the morning. Verrathans and Panthraaxians get to see these addresses live as both worlds are in the same system (Panthraaxi is Verratha's sister world, though the broadcasts are in the early evening for them). The other planets see them re-broadcasted at a reasonable time for them. Though they do receive them live in some regions of those worlds.

The flags up top from left to right: The purple one is the flag of Verratha (Verrathans, the dragon race), the next one is of Pannthraaxi (Panthraaxians, feline race), the green one is Draegarr (Draegarrni, a wingless reptilian race), after that is Kota (Kotakans, a mammalian race with blue scaled skin), and the yellow one is Gorren (Gorreki, a winged avian race). These planets make up the Verrthraaxi empire, though there is a 6th race known as the Narvux, an insectoid race, but they are an offshoot of the Torvux, an old enemy of the empire that had been defeated... the Narvux had split off when a new queen was chosen that wanted to end the wars. The remaining Torvux that wouldn't surrender were banished through an unstable wormhole were the Verrthraaxi leaders believed the other end was uninhabited. The Verrthraaxi leaders thought this was a better alternative than committing genocide against the remaining Torvux. Still, some debated that this might have not been the wisest thing to do. Anyway back to the Narvux... their flag was not included here because they tend to stick to themselves (the Empire keeps watch on them, but generally leaves them be) so they don't really care to see the Emperor address the citizens. They tend to just send a diplomat if there was anything they needed to discuss so that means any sort of communications between the Narvux and the rest of the Empire is slow an scarce.

Oh and some more silly info... there's no danger of those curtains catching on fire from those braziers due to the fact that Verrathans breathe fire and all cloth needs to be fireproof.
