There are absolutely rules against megafauna spitting out their gum on the sidewalks, but usually it's fairly easy to avoid. But if you've ever accidentally walked into some wet cement, maybe a big ol wad of gum would be just as tricky to avoid.
Nick probably should've known better though...

Nick on the other hand, he'd be offering it to his regular underfoot mice clients - gum trampled underpaw $10, gum from between his fuzzy toes $20, stomped into the gum then abandoned and left to fend for yourself $50.
Why keep it constrained to the alley, he could spit out some gum on the main pavement area and squish his customer into it there as he walks off. The last thing the mouse would see is his fuzzy tail waving out of view with their cash. Nick has what he wants, and the mouse is left to hope they can free themselves before a rhino or elephant starts making their way down the same street.
