The only time I add whiskers or the whisker circles/dots on cheeks is when the reference(s) make them super obvious, or when an anatomically correct character/pet is requested.
I think that it’s easy for whiskers to get in the way of the face, so I personally omit them. Kind of like how glasses aren’t fully drawn in some manga so it doesn’t get in the way. ^^;
