The Nest Ball is a newly developed pokeball by Silph Co. which is most effective on capturing pokemon of a lower level, regardless of Trainer's current active pokemon. In tandem, we've also utilized a formula thanks to the generous funding of our benefactors as an alternative means of obtaining rarer, out-of-region pokemon. Additional training resources will need to be employed to properly utilize these pokemon, as pokemon created by this means of transformation are often measured at being level 1 with very few and rare exceptions.
Special adjustments have been added to this Nest Ball to ensure complete and total cooperation of our newly created pokemon. To measure the maximum effectiveness of the Nest Ball on the victim, we advise utilizing the Nest Ball without harming him (Granted, this is merely a gesture to satiate the pride of our research team's work on this pokeball). Force may be used if the initial catch attempt fails. Let the testing commence.

It's going off the notion that humans are (in pokemon terms) level 0 or 1. So a newly transfurred human to a pokemon would be level 1, which is a perfect catch scenario for a Nest Ball (on paper). Not to mention it's assuming that people changed this way won't have any understanding how their new bodies work or be able to properly defend themselves.
If the initial catch attempt fails, either they'll try again with the catch attempt or use a pokemon to inflict damage to see a "How much damage is enough" test of the (in this scenario) newly developed Nest Ball Pokeball.
In this current scenario, we can assume that Rocket grunts, despite being at the bottom of the food chain, are just as competent as the average experienced pokemon trainer.
Plus, supposed ‘level 1’ Pokémon are quite capable of causing a fair bit of damage if given the chance! And this stupid ball of theirs, is still in testing therefore, unreliable!
Wether he knocks the grunt down, or uses his quite possible improved agility to get away, escape is VERY possible, especially since team rocket is also infamous for their use of poison types, which have no effect! Get out, and expose their dirty little project aura boi!....If talking fails, just do some writing!
Use Detect to dodge the throw.
Use Splash to give this grunt a taste of their own medicine.
Then finally use Agility to get the heck out there while they’re distracted.
In the games and main anime series, they're sort of ment to be "Rent-a-Crook" bargain bin battles to ensure the game was easy for any age to complete without too much hassel & in the show to enforce the "Bad Guys are wimpy losers" trope..
